Join Grove Foundation, Silicon Valley Community Foundation, and Thrive Alliance as we bring local nonprofit, philanthropic, and civic leaders together with legal and county officials to discuss the new Public Charge Rule and its implications.
The new Public Charge Rule that is scheduled to go into effect on Tuesday, October 15, has created confusion and fear in immigrant communities across the country. Our goal is to provide accurate information about the law and who is impacted, and to share useful tools and resources that you can bring back to the communities to help them navigate the rule and make good decisions for their families.

Srija Srinivasan
Deputy Chief of the San Mateo County Health Department
Srija Srinivasan is the deputy chief of San Mateo County Health, supporting the operations of its divisions and programs. Under her leadership, San Mateo County Health has reduced the number of uninsured residents, piloted innovative approaches to health care delivery, reduced the burden of persistent health disparities, and partnered with stakeholders to create more equitable communities.
Srinivasan joined the San Mateo County Health executive team thirteen years ago to direct the newly forming Planning and Policy unit, which was launched to address strategic health issues in partnership with the community.
She has more than twenty years’ experience in health policy and community health issues and has served in senior roles in the public, nonprofit, and philanthropic sectors.
Srinivasan has a bachelor’s degree in human biology and a MBA from Stanford University.
Hope Nakamura
Directing Attorney, Legal Aid Society of San Mateo County
Hope Nakamura runs Legal Aid’s Senior Advocates program, Government Benefits Unit, and LIBRE program. She is considered a state-wide expert on government benefits. Hope graduated with an A.B. in Economics from Stanford University before attending the UCLA School of Law, and came to Legal Aid after working at the American Civil Liberties Union in Washington, D.C. In her 29 years at Legal Aid, she has developed programs and worked in partnerships that educate and assist low-income families and individual residents who need safety net benefits.
Tanya Broder
Senior Staff Attorney, Senior Staff Attorney, National Immigration Law Center
Tanya Broder specializes in the laws and policies affecting access to health care, public benefits, and education for low-income immigrants across the United States. She writes articles and policy analyses, provides technical assistance, co-counsels on litigation, and presents trainings to legal and social service providers, government agencies, legislative staff, and community-based organizations.
