Featuring: Tom Francis. Tom is the Water Resources Manager for the Bay Area Water Supply and Conservation (BAWSCA). BAWSCA is a Special District that represents the interests of the 26 water agencies which purchase two-thirds of the water produced by the San Francisco (Hetch Hetchy) Regional Water System to meet all or a significant portion of their water supply needs.
